Commissioners voted 4–1 to allow five duplexes on East Street, saying the project could help provide affordable housing in the area.
However, a proposal to open a faith-based transitional housing program at the former Ritz Motel was denied after a 3–2 vote fell short of the four votes required for approval.
The commission also unanimously approved ordinance changes allowing accessory structures and accessory dwelling units in side yards, and rezoned the Flying J Travel Center truck stop to a mixed-use highway designation.
